A Washington County SWAT team was used to help coax a Cottage Grove man accused in a domestic assault from his home early Monday after a two-hour standoff. Authorities arrested Matthew Joseph Franssen, 26, about 12:45 a.m. after he tried running from a back door of his home in the 8500 block of Jewel Avenue while a SWAT vehicle “breached” the home’s front door, Cottage Grove police Capt. Pete Koerner said.
The former pastor of a Cottage Grove church pleaded guilty in federal court last week to distribution of child pornography, a deal that will result in a harsher sentence than he might have faced in state court.
A woman is scheduled to be sentenced in a Cottage Grove felony domestic assault case. Teri Lynn Johnson, 34, who has no permanent address, was charged in Washington County District Court with punching her 31-year-old sister three times during a fight at a Hearthside Avenue home Jan. 4.

A 45-year-old Cottage Grove man dodged his own arrest by escaping through a window and then eluding police dogs and a helicopter search. Police were called shortly before 7 p.m. Feb. 23 to the 7800 block of Hemingway Avenue on a report of an unwanted man at a home. He was there in violation of a domestic abuse no-contact order, police said.
A St. Paul Park woman with three prior assault convictions is back in court again after her boyfriend said she “wailed” on him.
The officer reported that he appeared to be under the influence because he was talking extremely slowly, had his eyes half closed and “was having trouble getting a doughnut into his mouth."
South Washington County Schools reached a settlement with a former employee who had sued an administrator and the district for racial discrimination.
