Public meeting planned for Level 3 sex offender's move to St. Paul Park

Authorities plan a public meeting this week to discuss a Level 3 sex offender’s recent move to St. Paul Park.

The police department last week released information about Jeffrey Richard Lofgren, a 56-year-old registered offender who was released from prison and moved to St. Paul Park at the end of last month.

Lofgren lives in the 300 block of Ninth Avenue West. He is not wanted by authorities, and state law places no restrictions on where he can live after he completed his prison sentence.

“He is completely free of any supervision,” St. Paul Park police officer Mike Knudson said.

Authorities are required to notify the community when a Level 3 predatory offender moves to the area. Notification meetings are commonly held. The meeting on Lofgren will be at 6 p.m. Thursday, June 12, at St. Thomas Aquinas Catholic Church, 920 Holley Ave.

Authorities say they hold the meetings not to incite fear in residents but to inform them about the offender’s past and rights. Corrections officials also stress basic safety tips, and residents can ask questions.

The meeting is held “to make sure that everybody’s aware,” said Knudson, who monitors the registry status of predatory offenders in St. Paul Park.

Lofgren is the first registered Level 3 sex offender to live in St. Paul Park, Knudson said.

Lofgren’s criminal record includes a history of sexual conduct and contact with male victims ages 14-17 in Minnesota. He solicited victims for sex and non-touch-related sexual behavior, according to the offender notification document. The sexual conduct included fondling and penetration. He gained access to victims by befriending or employing them. Lofgren was known to the victims.

Court records show Lofgren pleaded guilty to felony sex crimes in 1991 in Aitkin County, 1996 in Isanti County and 1997 in Aitkin County.

There is a criminal history in Wisconsin as well. He was released from custody May 26 following a 15-year sentence for a 1999 conviction of second-degree sexual assault of a child and soliciting a child for prostitution in St. Croix County, according to Wisconsin court records.

Lofgren has a lifetime predatory offender registration in Wisconsin and he already has been on the Minnesota sex offender registry, Knudson said.

Lofgren was the second Level 3 offender move to south Washington County in as many months.

Level 3 offender Shannon Michael Benson moved to Cottage Grove in April, triggering a similar community notification meeting.
