Ten homes planned for Aspen Cove in Cottage Grove

The housing market in Cottage Grove continues to show growth as planners from MJR Developers, L.L.C., have set their sights on Aspen Cove.

The housing development west of Hardwood Avenue and south of the Everwood third addition plans to create the Everwood fourth addition, which consists of 10 lots for detached single-family homes.

The plat, which was originally approved for development in September 2006, requires some additional grading to make the property shovel-ready.

With a green space adjacent to the proposed housing addition, planners are expected to dedicate park space, with developers paying roughly $2,200 per lot as park dedication fees.

The open space is important to land owner Hugh Gibson. As part of the plans, developers also want to create a trail system along the west side of Hardwood Avenue from East Point Douglas Road to 73rd Street.

Gibson’s attorney, Mark Anfinson, who spoke on Gibson’s behalf, asked the City Council last week to maintain the integrity of the green space as much as possible and forego creating a concrete trail.

“Hugh has a deep attachment to Cottage Grove and to this parkland area,” Anfinson said. “He has also done much in his professional career for environmental and conservation causes. I would urge the city to retain some authority over the character of the trails in order to avoid any kind of hard surface.”

The plans for the Everwoodfourth addition include a woodchip recreation trail. 

Both the Cottage Grove Planning Commission and City Council signed off on plans to move forward, locking the developers into a 20-condition contract which includes the installation and payment for: all paved streets; concrete curb and gutter; street and traffic lights; water; sanitary sewer and storm sewer systems; and sidewalks or trails.

The construction of public improvements is tentatively scheduled for spring 2014 with home-building to follow.
