Chris, The federal government does not have the authority to appropriate funds to anything it wants. Only what it is given power to in the Constitution. See the 10th Amendment.

How? The federal government has the right to appropriate funds. It doesn't exclude railroad funding from that right.

The funding from Federal government sources is unconstitutional.
