Hastings woman ticketed after car hits St. Paul Park apartment in crash; 4 injured

A Hastings woman was ticketed by St. Paul Park police following a two-car crash that sent four people to the hospital and caused one vehicle to slam into an apartment building.

The crash happened shortly before 7 p.m. on Sunday in the 300 block of Pullman Avenue. As police arrived, witnesses were performing CPR on victims, two of whom were briefly unconscious, according to the police report.

The report said Marcela Parks, 23, of Hastings, was driving a 1997 Dodge Intrepid that collided with a 1997 Toyota Camry driven by Chou Her, 40, of St. Paul, at 6:57 p.m. at the intersection of Pullman Avenue and Third Street. Parks was westbound on Pullman and stopped at the stop sign before driving into the intersection and hitting Her’s vehicle, which was southbound on Third Street, according to police.

After the two vehicles collided, Her’s car slammed into the northwest corner of a Park Estates apartment building at 300 Pullman Ave.

There were three passengers in Her’s vehicle, all of St. Paul. Police arrived to find Her on the ground near the car complaining of neck and back pain. Soua Her, 57, a backseat passenger, also was on the ground complaining of chest pain and shortness of breath.

Two passengers were still in the vehicle. Xia Lor, 48, was complaining of chest pain and shortness of breath.

In the front seat, passenger Ze Yang, 35, had injuries to his face, including severe swelling around his eyes and blood tricking out of his eye area, according to the police report. Yang apparently was not wearing his seat belt, police said, and hit the windshield or dash before an airbag fully deployed.

The four injured were transported by Cottage Grove ambulances to Regions Hospital in St. Paul with non-life-threatening injuries, the report said. Chou Her, Yang and Lor were treated and released, according to a hospital spokeswoman. Information about Soua Her was not immediately available.

There was minor damage to Parks’ car. Her’s car sustained severe damage to the front end and other damage to the driver’s side doors.

Parks was ticketed for failure to yield the right of way.

An assistant property manager for Park Estates told police the damage to the building did not look severe, but that an employee would do a detailed inspection and damage estimate.
