SECTION 00 11 13REQUEST FOR PROPOSAL

NEW PUBLIC SAFETY/ CITY HALL BUILDING

The City of Cottage Grove will receive sealed proposals for the New Public Safety/ City Hall Building until 2:00 pm CST on August 18, 2011 at the City of Cottage Grove, 7516 80th Street South, Cottage Grove, MN 55016 at which time and place only the names of the contractors responding will be read aloud. Late responses will not be considered.

Proposal Documents including the proposal documents, drawings and specifications will be on file at the Offices of the Architect, Wold Architects and Engineers, 305 St. Peter Street, St. Paul, Minnesota 55102. (651) 227-7773; at the Minneapolis Builders Exchange; Builders Exchange at St. Paul; McGraw Hill Construction/Dodge Plan Center; Reed Construction; iSqFt Plan Room (St. Paul, MN); Albert Lea Builders Exchange; St. Cloud Builders Exchange; and from PlanWell at www.ersdigital.com.

Mandatory Pre-Proposal Meeting Information:

1.A pre-proposal meeting will be held on August 3, 2011 at 10:00 am CST. The meeting will be held at the City of Cottage Grove, 7516 80th Street South, Cottage Grove, MN 55016.

2.Attendance is required for each prime contractor submitting a proposal.

Engineering Repro Systems, 2007 E. 24th Street, Minneapolis, MN 55404 (612) 722-2303, facsimile (612) 722-3745, will provide complete sets of the Bidding Documents to prospective Contractors and subcontractors. The copies will be available about July 14, 2011. Both a deposit check in the amount of $200 and a non-refundable check in the amount of $100 made out to "City of Cottage Grove" for each set ordered are required or Proposal Documents may be ordered via the internet at www.ersdigital.com and clicking on the PlanWell icon, then the Public Plan Room icon, select New Community Services Building. The following information must accompany the deposit: Company name, mailing address, street address, phone and facsimile numbers and type of Contractor (i.e. General, Mechanical or Electrical Subcontractor to General, or other). A refund of $200 will be sent to prime contractors who submit a proposal to the Owner and subcontractors for each set (including addenda) returned to Engineering Repro Systems Imaging in good condition within ten (10) calendar days of the award date, subject to the conditions of AIA Document A701. Refunds will not be given if the plans are returned to the Architect's Office. For those contractors wishing an electronic version of the Bidding Documents, you may request a CDROM by contacting Engineering Repro Systems. A $100 Non-refundable handling fee will be charged for this CDROM.

Make proposals on the proposal forms supplied in the Project Manual. No oral, telegraphic or telephonic proposals or modifications will be considered. Submit with each proposal, a certified check or acceptable bidder's bond payable to Carlton County in an amount equal to five percent (5%) of the total proposal cost. The awarded contractor will be required to furnish satisfactory Labor and Material Payment Bond, and Performance Bond

Proposals may not be withdrawn within forty-five (45) days after the scheduled time of opening proposals, without the consent of the Owner. The Owner reserves the right to accept any proposal or to reject any or all proposals, or parts of such proposals, and waive informalities or irregularities in proposals.

The Owner requires Substantial Completion by September 28, 2012.
