Eagan men arrested at Heritage Days

Ryan J. Larson, 22, and his brother Troy T. Larson, 24, both of Eagan, were arrested for disorderly conduct and obstruction of the legal process after police reserve officers asked them to take their dog out of the festival grounds during St. Paul Park Heritage Days, on Saturday, Aug. 15.

Ryan J. Larson, 22, and his brother Troy T. Larson, 24, both of Eagan, were arrested for disorderly conduct and obstruction of the legal process after police reserve officers asked them to take their dog out of the festival grounds during St. Paul Park Heritage Days, on Saturday, Aug. 15.

According to the police report, both were asked to take their dog out of the grounds on several occasions. They refused and cursed at and called the reserve officers derogatory names. They wanted to argue about their right to have their dog wherever they pleased, the report said.

A regular duty police officer was called to assist. When Troy Larson continued to refuse to leave, the officer ordered him to leave and attempted to escort him off the grounds. As Troy Larson physically resisted the escort, he was arrested, according to the report. At that time, Ryan Larson attempted to physically stop the arrest and he, in turn, was arrested.

Signs posted around the festival grounds warned visitors that pets were not allowed.
