St. Paul Park man charged for allegedly assaulting woman, slapping cop
A St. Paul Park man with two previous domestic assault convictions faces a new felony charge for allegedly assaulting a woman and a separate charge for slapping a police officer.
Washington County prosecutors charged Charles A. Rychlicki, 24, with felony domestic assault and interfering with a police officer following a Dec. 21 incident in St. Paul Park.
According to the criminal complaint filed in Washington County District Court:
Police were called to an apartment in the 1100 block of Fifth Street shortly before 4 a.m. for a medical situation. An officer met with a 24-year-old woman who was intoxicated and had a big bump on her forehead, scratches on her neck and bruises on her face.
Rychlicki then appeared. He was visibly intoxicated and said he and the woman had been drinking all night and had argued. As the officer tried to talk to the woman, Rychlicki became more aggressive toward the cop, refused to comply with orders and then slapped the officer on the left side of his face, the complaint alleges. He was arrested.
The woman told the officer she believed she was injured when Rychlicki threw a plastic clothes basket at her head. She was treated for injuries at Regions Hospital.
Rychlicki was convicted in 2007 for two misdemeanor domestic assault charges in Ramsey County. The new charge is a felony because the alleged crime came within 10 years of his first domestic assault conviction.
The charge of interfering with a police officer is a gross misdemeanor.
Rychlicki was scheduled to appear in court Jan. 3.
