Cottage Grove Stormwater System
AN ORDINANCE RELATING TO DISCHARGES AND CONNECTIONS TO THE STORMWATER SYSTEM
The purpose of the ordinance is to promote, preserve and enhance the natural resources within the City of Cottage Grove and protect them from adverse effects occasioned by non-storm water discharges by regulating discharges that would have an adverse and potentially irreversible impact on water quality and environmentally sensitive land. The ordinance provides minimum standards to control storm water and urban runoff by prohibiting illegal disposals and dumping and illicit discharges and connections; providing good housekeeping provisions; regulating industrial activity discharges; providing notifications of spills; protecting watercourses; providing access to buildings for inspections, monitoring, and dye testing; requiring prevention, control, and reduction of storm water pollutants through the use of Best Management Practices; and providing suspension of access to the storm sewer system. The ordinance provides a process for notification of violation and appeals, enforcement mechanisms, and penalty provisions.
