Cottage Grove paves way for city's first wind turbine

It wasn't a breeze, but a Cottage Grove resident on Wednesday got his wish: Cottage Grove City Council members unanimously approved a wind turbine proposed for a rural Cottage Grove residential property that last month ran into resistance.

An application submitted by John Kooyman to construct the 113-foot-tall turbine on his property located off Geneva Avenue was OK'd by the council despite the opposition of neighboring landowner John Bailey. Bailey argued the tall turbine could devalue the Bailey Nurseries, Inc.-owned land that is slated for future residential development.

City staff had also said the turbine and its 13-foot-long blades could violate city noise ordinances when operating during sustained high winds.

The 10-kilowatt turbine will be the city's first. Its approval -- an outcome that appeared in question when the council first addressed the issue in December -- comes roughly eight months after the city passed updated wind turbine standards in expectation of a surge in interest in the green technology.

"I'm hopeful it starts a trend," a happy Kooyman said after Wednesday night's meeting.

Kooyman said he expects to assemble the wind turbine -- it will be manufactured in Canada and shipped to Cottage Grove -- on his property in July or August.
