Afton man arrested for alleged criminal sexual conduct with minor relative
An Afton man is being held in the Washington County jail over the weekend for allegedly committing criminal sexual conduct against one or more female relatives who are also minors.
Washington County deputies arrested Richard Allen Balsimo, 62, at his Afton residence Thursday, Dec. 11. He was taken into custody without incident, a Washington County Sheriff's Office report stated.
He was booked in the Washington County Jail in Stillwater on probable cause of second-degree criminal sexual conduct, according to officials at the Washington County Sheriff's Office.
The alleged incident involved one or more minors who were visiting Balsimo's home the weekend of Nov. 29, a Washington County Sheriff's Office report stated.
On Dec. 3, Dakota County Social Services faxed a child abuse report to Washington County. The report described an alleged incident involving Balsimo and two juvenile females who visited his home the previous weekend. The minors are related to Balsimo, the report stated.
Balsimo appeared in county court Friday. A judge ordered Balsimo be kept in jail until Monday afternoon, said assistant county attorney Susan Harris.
"In this particular case and the set of circumstances that I am aware of, I strongly suspect that a criminal complaint will be filed on Monday regarding Mr. Balsimo," said Washington County Sheriff Bill Hutton late Friday afternoon.
