St. Paul Park: EDA Establishment Hearing

Notice is hereby given that the St. Paul Park City Council will be holding a public hearing on Tuesday, August 18, 2009, at 7:00 p.m. in the Council Chambers at 600 Portland Avenue, St. Paul Park, MN for the purpose of hearing public comment on the proposed establishment of an Economic Development Authority (EDA). An enabling resolution will be considered which would establish an EDA effective August 18, 2009.

In Summary the Enabling Resolution as proposed is as follows:

• The EDA will have all the powers, duties and responsibilities set forth in Minnesota Statutes Sections 469.090 to 469.108 (the "EDA Act").

• The EDA shall consist of a governing body of five commissioners. The five commissioners shall be members of the City Council with terms to be commensurate with the term of office for the Mayor and each Council Member.

• The EDA will have limited powers with regards to the sale of bonds or other obligations, follow the budget process for City Departments, development and redevelopment plans must be consistent with the City's Comprehensive Plan, and the EDA must obtain approval of its proposed plans for development or redevelopment from the City Council.

The City of St. Paul Park considers your interest and input in this matter, as well as your neighbor's input, an extremely important part of the City's review process. If you are unable to attend the public hearing, but would like to provide input, written comments are welcome. Please contact city staff at your earliest convenience so we may address your questions and advise you on submittal due dates. The resolution and other materials are available for review at city hall by appointment.
